The TD-H8 Ham variant never got the proper _rxbands list which it needs to allow users to put in the full range of receive-only frequencies. Fixes #11473

The GA510v2 has two bits for a three-level power value, unlike the UV-17 it inherits from. This splits the channel def apart to fix that. Fixes #11475
